Councils could be ‘overwhelmed’ by families in crisis

Charity Family Action is today warning that local authorities could be ‘ill-prepared and over-burdened’ as a result of new Government proposals to abolish the discretionary Social Fund as part of the Welfare Reform Bill and replace community care grants and parts of the crisis loan system with localised discretionary payments administered by local councils.

The plans were outlined in a short Ministerial letter and consultation to accompany the launch of the Bill. The discretionary Social Fund is being abolished, the money given to local authorities, without a ring-fence, to disburse locally.
